They call to say you are wanted for tax evation

Heavy Indian accent Said I was going to be arrested for tax evasion in regards to 2013 taxes. very rude and threatening

credit card lower your interest rate scam

This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered, and still further by playing a recorded message without an operator who can stop or pause the recording to answer questions. When you do get to an operator, the operator further violates the TCPA by refusing to provide a phone number when asked and refusing to provide a physical address. They still further violate the TCPA by hanging up when you ask for a supervisor. Their recorded message guarantees the recipient of the call a loan with no collateral and no credit check. This is clearly a scam. Do not provide this scammer with any personal or financial information.

look up claim to be IRS and treasury dept

I received a recorded call indicating it was from a "bank card representative" from my credit card company. It was suggested that I would be eligible for a lowered interest rate if I chose to speak with this person. I pressed a number in order to do so. The person immediately started to tell me I could get a better interest rate and perhaps extended credit and referenced that I was carrying a balance of $3500 currently. I corrected him on this, telling him, "I owe nothing on nothing." At this point he hung up. I suspect he was about to try and get some personal information regarding account numbers and such, but backed off when I called him on his incorrect data.

Someone called claiming to represent a FedEx account that was delinquent. I believe it to be attempted fraud.

Caller left above msg on my answering machine. If this was a real attempt to delivery certified legal documents, it would have been send via registered mail, UPS, or FedEx with signature required; not through a phone message.
