This scammer calls cell phone numbers without a prior relationship and permission to call the number, in violation of the Telephone Consumer Protection Act. Their call is to inform the callee that they have won the Mega Millions lottery as a second place winner. The caller cannot provide information on how the number got into their random selection process - he claims that it was from paying utility bills, but the number called is not associated with any utility bills. He then claimed it was from paying taxes, but, again, the phone number called is not associated with any tax ID for the state or the IRS. Then he tried to explain that there wasn't any source, it was just a random drawing. This clearly demonstrates that this is a scam. There was not any legitimate Mega Millions drawing related to the phone number called. When asked to get a manager on the line, the operator hung up.
