This scammer violates the Telephone Consumer Protection Act by calling numbers on the national do not call registry. They further violate the TCPA by failing to have an operator on the line when the phone is answered and playing a recorded message without an operator on the line to stop or pause the recording and answer questions. They continue to violate the TCPA once an operator is on the line by refusing to provide a phone number or address when asked, and claiming that the company name is "you sh*t" and hanging up when asked for that info. Their recording is the quite aged offer to lower interest rates on credit cards. Though the recording claims that this is your second (not true, there have been many) and final (unlikely to be true, it probably won’t be more than a week before the next one) offer, and that you are already qualified, the operator starts with questions indicating that the scammer has very little information and you are not prequalified. This is quite clearly a scam. Do not provide this scammer any personal or financial information.
